Ontario regulators have fined theScore Bet $200,000 (Canadian) after a bettor accepted two cash-out offers on a parlay but didn’t receive the payout, with the bet ultimately losing.
The Alcohol and Gaming Commission of Ontario (AGCO) announced the penalty Tuesday against Score Media and Gaming Inc., the Penn Entertainment sportsbook’s operator. The agency said it was the maximum penalty available.
According to the AGCO, the bettor placed a $1,000 parlay on March 14, 2025, covering NHL, NBA, and NCAA basketball games, with a potential payout exceeding $1 million.
With all but one leg successful, theScore Bet offered about $380,000 to the bettor to cash out. The bettor immediately accepted, but the sportsbook’s automated verification rejected the transaction after the odds changed.
Four minutes later, another offer appeared, this time for nearly $100,000. The bettor again accepted immediately. That offer also went unpaid, and the parlay lost.
The regulator found neither offer could be obtained as presented to the customer, violating Ontario’s standards against misleading players. The sportsbook has 15 days to dispute the fine.
“Operators have a responsibility to ensure that the gaming opportunities they present are accurate and can be honored as described,” Dr. Karin Schnarr, chief executive officer and registrar of AGCO, said in a statement. “As the regulator, the AGCO is committed to holding operators accountable when they fail to uphold commitments made to players or otherwise mislead them about gaming opportunities. By imposing the maximum monetary penalty available, we are sending a clear message that these expectations are not optional.”
Fines also issued in New Jersey
In New Jersey, the Division of Gaming Enforcement imposed a combined $110,000 in fines against BetMGM, bet365, and FanDuel in three separate enforcement actions.
BetMGM received the largest fine, $72,000, and was ordered to surrender another $8,204. The order cites violations of the state constitution, Sports Wagering Act, and sports betting regulations but does not describe the underlying bets or conduct. It adopts an enforcement action dated Sept. 18.
Bet365 accepted a $33,000 penalty over responsible gambling violations. The order, adopting an action dated Sept. 17, identifies two regulatory provisions but provides no account of what happened.
FanDuel was fined $5,000 for failing to follow the division’s instructions during an investigation into suspicious wagering activity. The order adopts an action dated Sept. 23 but also does not identify the wagers or specify which instructions FanDuel failed to follow.
