The New York State Gaming Commission reported $2.39 billion in sports betting handle for December, sending the known commercial, state-regulated total for 2025 above $150 billion.
It is the first time in the post-PASPA era that benchmark has been reached, and there are 30 total revenue reports still outstanding for the 2025 calendar year. Handle in 2024 topped out at $149.71 billion, which was a 23.6% year-over-year increase versus 2023.
The Empire State has been influential in this march as the $26.33 billion wagered this year in the largest market in the U.S. currently accounts for 17.5% of all known wagering in commercially regulated states. New York’s handle was up 13.5% from 2024, though December’s figure represented only a 4.2% increase year-over-year.
New York sportsbooks closed out the fourth quarter of the year with another rout of the public, posting a 10.9% hold in reaping $260.4 million in revenue. That is the second-highest total in state and U.S. history, trailing only the $281.3 million accumulated in November. The $1.96 billion in operator winnings for the calendar year was a 26.1% improvement versus 2024.
The $132.5 million in tax revenue for December put the full-year inflow into state coffers at $1.32 billion. That was $281.1 million more than 2024. The $997.3 million in receipts for the first three quarters of the fiscal calendar year is running $206.5 million ahead of last year’s pace and on pace to exceed the $1.2 billion estimated in the state’s Fiscal Year 2026 budget.

Despite having only eight operators for half the year following the departure of Resorts World and ESPN Bet making way for theScore Bet, mobile betting in New York continued to hum right along in 2025.
Growth in revenue again outpaced growth in handle as mobile operators attained a 9.7% hold for the calendar year. That was up more than seven-tenths of a percentage point from 2024, and the five months with double-digit holds — including four of 11.1% or higher — were the most in any year. The 11.3% win rate attained in December was the second best of 2025, slotting behind the 12.5% posted in June.
New York mobile operators eclipsed $200 million in revenue six times in 2025, two more than the previous year. The $789 million in winnings for the final three months of the year is the highest rolling quarterly total since digital wagering began in January 2022.
Fanatics lays down marker
While FanDuel and DraftKings largely maintained their respective status quos in New York, 2025 saw Fanatics rise as the state’s No. 3 for handle. Granted, some of that boost came from the summer’s likely “whale play” in August with $565.8 million worth of wagers, but the $2.62 billion in 2025 handle was more than double that of 2024 and just shy of 10% of the total mobile market share.
Fanatics also more than doubled its revenue haul from 2024 with $197.6 million, closing out 2025 with four straight months of 9% or higher holds and $18.7 million in winnings for December.
Unsurprisingly, FanDuel ran away with the New York revenue title, posting a staggering $1.1 billion in winnings. That was up 15.7% from 2024 and accounted for 43.1% of all mobile operator revenue in 2025. Its $120.1 million haul for December — aided by a 14.1% win rate from $853.6 million handle — was 70.3% higher compared to last year.
DraftKings was a distant second in revenue to its eternal rival at $854.6 million but did have a higher year-over-year growth with a 21.2% increase. December winnings surged 80.8% from a year ago to $84.1 million thanks to a 10.5% hold against $801.6 million worth of wagers.
Does BetMGM have a winter whale?
Fanatics might not be the only mobile book courting VIP bettors in New York. BetMGM set an all-time high for monthly handle at $259.1 million after never having surpassed $200 million previously. That accounted for nearly 11% of all mobile action in the state and was well above BetMGM’s 7.3% market share for all of 2025.
That 45.4% bump in handle, however, translated to only a 38% increase in revenue to $13.2 million. BetMGM had a 5.1% hold for December, down nearly three-tenths of a percentage point from the final month of 2024 and was the lowest among the eight books.
TheScore Bet’s first month of operations in New York was mostly positive when stacked against ESPN Bet’s numbers from December 2024. The $3.6 million in revenue was 168.8% higher despite a 12.5% dip in handle to $42.6 million.
TheScore represented 1.8% of the mobile handle, which was lower than the 2.1% ESPN Bet cornered to close out 2024. The 8.5% win rate, though, was more than 5.7 percentage points higher.
